Florida HSMV 82050 Notice of Sale and Bill of Sale Guide

This guide explains the two choices and three sections printed on the official one-page FLHSMV form. It does not decide whether the form applies, classify property, verify a sale or ownership, choose an odometer statement, complete signatures, transfer title, or provide legal advice.

Start with the current official HSMV 82050

Florida Highway Safety and Motor Vehicles publishes Form HSMV 82050, titled “Notice of Sale and/or Bill of Sale for a Motor Vehicle, Mobile Home, Off-Highway Vehicle or Vessel.” The current agency PDF reviewed for this guide is a one-page fillable form marked revision 03/21.

The heading directs the completed form to a local tax collector office. The form itself identifies which sections are associated with a Notice of Sale and which are associated with a Bill of Sale. Read the entire PDF before entering information or signing.

Sources checked October 3, 2026. Agency forms, procedures, and statutes can change. Confirm the revision and current instructions on the live FLHSMV website.

Notice of Sale and Bill of Sale are separate selections

The form begins with two checkboxes. The printed instruction for a Notice of Sale says the seller must complete sections 1 and 3 and that the purchaser's signature in section 3 is optional. The printed instruction for a Bill of Sale says the seller and purchaser must complete sections 1, 2 when applicable, and 3.

The form does not choose between those uses. The labels are not interchangeable software modes. The person completing the document remains responsible for selecting the intended document and following the official instructions that apply to the transaction.

Sun State does not determine whether a notice, bill of sale, certificate-of-title assignment, another agency form, or additional documentation is required.

1. Confirm the property type outside the form

The title says the form can concern a motor vehicle, mobile home, off-highway vehicle, or vessel. The printed description area itself uses common fields rather than a property-type checkbox. The meaning and sufficiency of entries such as body type or identification number can depend on the property involved.

Use the title, registration, manufacturer records, and agency instructions you trust. This guide does not decide whether property falls into one of the listed categories or whether Form 82050 is accepted for a particular transaction.

2. Copy the description from reliable records

Section 1 asks for year, make or manufacturer, body type, model, color, certificate-of-title number, current title issue date, and the vehicle or vessel identification number. Similar-looking letters and numbers in a VIN or hull identification number can create consequential errors.

Compare the entries character by character with the applicable title and identifying records. Completing the blanks does not establish that a title is valid, current, unaltered, free of liens, or held by the person signing.

3. Keep purchaser information consistent across the transaction

The sale portion asks for the printed name or names of the purchaser, address, city, state, ZIP code, date of sale, and selling price. Section 3 separately provides purchaser and co-purchaser printed-name, date, and signature lines.

The form does not resolve spelling differences, ownership shares, business capacity, co-purchaser status, or conflicts between the form and the title. Verify every party's information and any required identification through appropriate independent sources.

4. Treat the odometer disclosure as a factual certification

Section 2 is labeled “Required For a Motor Vehicle.” It asks whether the odometer has five or six digits, the mileage without tenths, the date read, and one of three statements: actual mileage, mileage in excess of mechanical limits, or mileage that is not actual.

Do not guess at the odometer status. The form warns that federal and state law require mileage disclosure in connection with a transfer of ownership and that an incomplete or false statement may carry penalties. This guide does not determine the reading, exemption, digit count, or certification.

The affidavit lines are labeled “When applicable.” Form 82050 does not provide a decision tree for that field, and Sun State does not supply affidavit language.

5. Review the certification before anyone signs

Section 3 contains a declaration under penalties of perjury that the signer has read the document and that the stated facts are true. The form provides lines for seller and co-seller signatures, printed names, dates, and addresses, followed by purchaser and co-purchaser signature, printed-name, and date lines.

The notice-versus-bill-of-sale instructions at the top affect who the form says must complete sections and whether the purchaser's signature is optional. No signature should be generated or added on another person's behalf.

6. Form 82050 does not itself change ownership

A prominent statement at the bottom of the official form says ownership status will not change until the purchaser applies for and is issued a certificate of title. A Notice of Sale, a Bill of Sale, and a title application or issuance are therefore not the same event.

Florida Statutes section 319.22 addresses transfer of title for motor vehicles and mobile homes. Among other provisions, it describes a 30-day seller notification for certain bona fide sales or transfers after possession has been delivered and includes exceptions. Section 328.64 separately addresses notice of a transfer of an interest in a Florida-titled or registered vessel. Read the live statutes and agency procedures rather than treating this paragraph as a transaction-specific instruction.

7. Confirm title, lien, plate, tax, and registration steps separately

Form 82050 does not contain the complete procedure for every transfer. A transaction may involve the certificate of title, an electronic title, lien satisfaction, sales tax, registration, a license plate, identification, insurance, VIN verification, vessel-specific information, or other documents.

FLHSMV's consumer material for selling a vehicle tells sellers to remove the license plate, accurately record the odometer reading, complete required forms, and file a Notice of Sale. Those general tips do not replace instructions from the tax collector, license plate agent, lienholder, or other appropriate agency for a particular matter.

8. Submit the document to the appropriate office

The official PDF says to submit the form to the local tax collector office and links to FLHSMV office information. Office practices, supporting documents, identification requirements, fees, and appointment availability can change.

This guide does not transmit the form, file a Notice of Sale, transfer title, pay fees or taxes, obtain a temporary plate, or confirm agency acceptance. Contact the appropriate office before relying on an assumed submission method.
